As for Gold tier 23 runs per day. If you do 23 runs per day, you will end up reaching gold tier, when the event is over. As a result you won‘t have the chance to kill any prime Hugthulu.
If the event is meant for ~10% of the playerbase to be played properly, then it‘s alright.
