This damage increase varies directly on your bonus damage.

1st para gem does 5.5 Dmg, for computing raw damage its,
Base dmg × Your bonus damage %

Ex: you have 789% bonus dmg, then the 1st para gem would give +43.40 raw dmg.

Results aren't exact, as perhaps the other primary stat multipliers are affecting this. Although this equation is the most accurate, in obtaining the raw damage from the base damage.

They did this to scale, assuming that you'll have more bonus damage the higher level you go.

Well yes, it does get better with higher levels. And the first para actually is 2.0+5.5, so it's a total of 7.5 Damage, so a 789% bonus damage stat means you get an extra 59,175 damage. But it's definitely still not as significant as the awakenings we can get.

If you have like 1,000 Primary Stat, let's use STR for the example, then a 3% STR awakening gives you 30 STR, which is 300 Health, around 35 Damage, and more than 40 DPS. Now multiply that 3% STR for each awakening slot you can have... and you get some ridiculous digits.

Helm 3
Armor 3
Belt 3/4
Ring 3/4
Amulet 3/4
Artifact 3/4

So you have easily over 20 Awakening slots in your 'slightly above-average' end game character, up to 26 if you're using all Arcane items... now do the maths.

7.5 DMG bonus is not even close to what Awakenings can do.

Edit: Many players probably know, but the second Parastone and third one etc only give 2.00 Damage, so they're basically same as a Noble Chaos jewel.
