Getting to level 71 hardcore doesn't give you the hardcore banner

Yes. It is intended as an exclusive reward for the Hardcore character that earned it; not applicable to other characters you may have.

Making it stashable might motivate some to do hc . I quit hc after I found I couldn’t display banner in my home.

I leveled up to 71 yesterday, banner not rewarded. Tryed relogging, rezoning and waiting 1 day.. seems its bugged again. All my 3 other 71 hardcore toons have banner. Thanks

Your banner should be there now, and the fix so it doesn't happen anymore is now live.
