Dps dose not matter .. as long as the damage is higher its a better bow ...
The reason is higher damage means your skills do more damage soooooo .. its KICK *** !!

Lets say a certain skill does 500 dmg or 1000 with better dmg bow, but takes 15 seconds to recharge, the previous dps bow has maybe 107 dps? thats 1605 damage when they all hit, most of them should, is it really better in pve to have a better dmg bow or dps bow? It's not just skills either. The crossbows with high DPS are low damage, high speed weapons. Each attack is mitigated by armor, so to create a simplified example:
Your crossbow does 10 damage and fires 10 times per second. DPS = 100
You longbow does 75 damage and fires 1 time per second. DPS = 75
Your enemy has 5 points of armor. Each blow from the crossbow actually decreases his health by 5 (10 Dmg - 5 Armor = 5). Each shot of the longbow does will decrease his health by 70 (75 Dmg - 5 Armor = 70). So each second the crossbow is actually only decreasing the enemies health by (5 * 10 = 50) 50, while the longbow is decreasing his health by (70 * 1 = 70) 70. Effective DPS is not the same as the DPS stat you see which does not account for armor. This is a much more complicated discussion if you start considering crit, etc. but just note the DPS is a very misunderstood stat, and is not the ultimate measure of a weapon's effectiveness.
I think dev have fair to create the two bow (Horus & Crossbone/Bayou). First Crossbone/bayou are 35 lvl weapon so it dun have high dmg but high dps and speed, so Horus does much more dmg & crit but only speed and dps is not there.. so still up to individual which one to use it. And I agree Horus is much more powerful.
