Exlir not working

the “access all game instances” exlir doesnt work for The nyssara System maps. This bug or intended?

U can only access Nyssara maps by quest.
This elixir only work with map that are unlocked with level.
U would need a elixir called "access all 'quest' instances" to join Nyssara maps.
