The stat bonus it gives seems just fair for all levels, so it wouldn’t be broken. (lvl1 weak jewels give 3dex/int/str)the proc looks like much fun and it would be pity if we wouldn’t be able to use it under level 10.
… just like paracelsus gems, syrillax eyes or mentis stones are l1 too!
