Very sorry to hear that you feel misled by the item. We are not trying to trick anyone. To make sure you know what you're getting we indicate the jewel socketing parameters in the game in several places.
When you view the item in the Vault you will see the term 'NOT REMOVABLE'
You will also see this information when viewing the item in your inventory.
There is also a special message in the Crafting Station that appears only when socketing a non-removable jewel that indicates that it can be "replaced." This message is absent from all jewels that you can pop in and out of your gear.

Since we do expressly indicate these parameters *in the game* it may be challenging to special-case a custom solution to your issue.
