What's "Under Construction" in BlackStar?

Anybody check out the lower level of Blackstar? It's a big empty place with lots of rooms (guessing for future expansion), to access it you go stand on the empty teleporter (one on far right).

i would assume it will be the alphonics lab since there is the terminal and guy standing next to it while dynastar and the other people have there own labs

I was surprised that it was not opened for Slouch o, but there is one Alphatronics Workorder quest that was added.
