Gimp is quite good for a free program

I use photoshop for mine. You can download tons of different brushes and font packs, the creativity is endless.

ahh i see i just cropped a photo after using this program on an idevice i dont have anymore and forgot the program name

Photoshop is the best in my opinion, but I myself use Illustrator + Photoshop.

I recommend gimp as well since its free.
