1) Perhaps I should rephrase my comment? I did not say it was on the same roll, I said it meant a lot in a world full of dodgers. READ: If someone is already dodging 40%, then you cannot afford to miss based on your hit%. That is effectively giving them more dodge.

2) What are other possible explanations, other than the player is primarily a PvE Engineer? The loss of dodge/hit%/and hitpoints is not worth the extra DPS in PvP, and this is a PvP guide. But I would be interested to hear your reasons.
