Yeah I know the feeling....I've already noticed that they see 2-3 people on and they just leave.

I tried to join, but I can never find anyone.

-Consider dropping your recruiting level to 30.
-Stay on your mains more often and offer to run with new members. Id rather see 2-5 people on running together than 20+ sitting idle.
-IF your still rebuilding you gotta rebuild the core, and in any game that core has to be active. Might have to make adjustments.
