if you are a lv64 in crypts with 4 71s you will get a 65, if you are with 64's you will get a 63

If you are a lv62 in crypts with 4 71s you will get a 61. This i know for sure. I dont have a lv64 to test your assertion, but we are saying opposite things.
I kno that Lv 62s always scale down in Fang to 61, but Lv57s can scale both down and up to 56 or 58 in Nuris, so there is a difference in scaling drops for Fang vs Nuri.

I also dont know what you mean by "in the beginning of the game there was no scaling so there remains no scaling". Items are level 1,2,3.....10,11,12....22,23,24 and so on and so forth in the beginning. People scale farmed dark forest leathers among other things.
