If I'm not mistaken you should be able to raise it to 11 with 1 mana regen. Don't quote me though. ;]

also, should i raise str til i have 1 regen too?
You need 11int or str to get 1m/s or h/s regen without any items equiped.
If you have a 1m/s item, then you only need 10int.
