I still have "the watch"quest incomplete but both the ghosts don't appear.
What can I do to complete it? I'm already a level 21....
By chance they appeared but the quest is still incomplete...

Ok problem solved finally!
I first had to kill the boss in the arcanum grounds again n then go to the ghosts -.- (that finally appeared n worked!)
