Captain Rutger gold winged armor warrior

I found two armors which are new to me but the one that got my attention was the armor like NPC Captain Rutger.
What is its name and how to get one? Just curious.
Is there a list of (vanity) set armors posted in forums?

It is included in the new update, with the Locked Grand Watch Crate(Can be unlocked for 15 plat). Inside the crate includes 2 epic rarity items and 1 legendary rarity item.
