"Noob KS!" is indeed a term more commonly used by players with inadequate skill. Although not always is a Kill Steal the result of a player's low damage output.
I can crit nicely with my Windmill, even up to 1000 damage (I do not use the snare/crit 'mechanism'), and yet still get ks-ed by a passing Aimed or even just a Rifle auto.
However, this doesn't give us an excuse for constant flaming and abuse. I hate any players that go "noob stop ks" or "ks. nice."
Kill steals exist in almost every competitive-styled gameplay that ever existed. Even ourselves, the so called "KS haters", kill steal frequently, no matter whether it was intentional or not.
Learning to live with it is the way to go.
