Isn't it awkward that lower level items can be awakened but character should be 46?

Cinco, what we mean is why are we able to open awakening kits, if we cannot use the gems? We understand they are meant to be used by only players level 46+ , but why ( given that they can't be used by a lower level) can they be opened on a lower level?
