Hi, I'm new to SL (1st post), but I have the "Power To The People" and "Red Sun Chip" quests even though I haven't completed "The Juice". So I think those quest are unlocked by defeating Mad Doc McCreary and not by completing "The Mad Doc" quest.

Thanks for catching that - I think that the first couple of quests in a new campaign are unlocked as soon as your character reaches the minimum level requirement for that campaign.
