Is there, at all, any NPC in B* that can send you to the colony? I have 94/97 quests completed atm and my map says all the levels from Dynastar to Vuleria has been completed.

Because it's Daily/Weekly quests .

The Quest in STS-25, from the NPC (broken machine) is a weekly one, gives you a Pink (0/250 Tokens) and a purple (0/500 Tokens).
