You need to make a choise by yourself. I think better be improve strength only by armor and helm and stuffs etc. While you are improving your character, I think don't upgrade strength is the better way. And buy strength+ armor only on max levels. Improve intelligence first of all.

I've make 3 respec of my sorcerer, the last one i went FULL INT, and i have to say, i'm sorry i didn't do that before, normally i was 80% INT 20% STR but to be honest those 20% didnīt make a noticible difference, now i have i higher damage and with a balanced party you won't die easy. =)

the STR will add the damage absorbed by arcane shield drastically. But if u dont have that skill, i really dont see the point of increasing STR

I always go for pure int for my base stats. If you find your lacking survivability you can make it up with gears. The 'of will' helm and armour provide greater str over int.

Also managing aggro helps as well.

I think you need something to get you strength up for both pve and pvp, whether specing some in str, doing str passive, or getting gear with str. A health in the low 2000's for a lvl 31 mage just doesn't really cut it. You will get one shotted way too often by bosses in elite runs and you will not last too long in pvp. I personally like to go full int, and then get 5/5 str passive. I then tend to use an "of security" helm and armor (yes most popular and most expensive legendary gear, but for a good reason). If you have the mythic armor and helm you will have to find some other way to compensate. For elite nordr bosses, depending on the boss and the party I will even switch to a build with a warrior ring and pendant which brings my helath above 3000 and armor to 874 - the damage starts to become a little unacceptable at this point, but it is ok for just against the bosses if you have good rogues in your party.

Go full INT and if possible 5/5 str.
Also use health gear because survivability is becoming more important to mages than damage.
