If I opened the VIP chest as a level 26, if by some chance I get a mythic or
arcane item would it be level 26, or 31?

it's my understanding the mythic and arcane items do not scale.

If you get a mythic helm or arcane hooks it will be L26.

If you get a mythic armor or arcane hammer it will be L31.
