usefulness of restore / int bear skill help

I've been working on leveling up my int bear for the past few weeks, planning on taking him up to level 50 or so. What I'm having trouble with is the skill build, in particular if I should rank up restore or put those points into other skills, and if I should put any points into the various slashes. I've been told that restore is much more useful with high int, but I've put around 120 points into INT and have restore maxed, but its still seems very weak.

Restore/Heal is generally rather useless and really weak on bears, well in my eyes.
I suggest to put your points on other skills or maybe only one point on heal - but I'm not really an expert in PvP tbh.
