why sts allow farming ?

Some things you just can't control, even with developer power. There are always those people who go out of their way to find loopholes instead of playing regularly. No matter how many rules and restrictions, they put into the game, there will always be people who love taking the easy way out (even if it is sometimes more difficult).
You just got to live with it.
