I need opinions on the best weapon and armour for level 31 warrior

Assuming you cannot afford mythic/arcane items, then Noble "of will" armor and helm, Entombed Hammer of Warfare. If you prefer more dps and less dmg, then weapon could be lvl30 abyssal flamberge of warfare.

An even cheaper option that gives you nearly the same stats as with Noble are 'Champion of will' items.

Guardian Plate of Will and Warden Helm of Grace are OK for elites, but Noble gear has better stats. For pure tank, I'd chose sword/shield .. and Entombed Hammer of Warfare otherwise for high damage, PvP etc.

L31 bone chill mask of savvy gives me better stats then noble helm of will almost, just -9 armor and a lil health. They cost about 7-10k
