Cant level character even though i have purchased the upgrades

I have 3 characters. My first one I raised to 12 and liked it enough that I bought all 4
level packs. I raised him to 16 and decided to start another. It used to show on all my characters that I had purchased the level packs but not since the update. Now it shows its not purchased on any of them. My level 16 is still getting xp and is now at 17 but my other is mow stuck at 13 and wont get amy xp. You dont have to buy the level pack for every character im imagining or that would be $24 for my 3 characters. Please let me know what can be done to level my other characters. Thanks

Level packs are for the account and apply to all characters across all realms .

Where is your level 13 training? At lvl 13, you can no longer get exp in forest haven maps.
