Ping Yellow / Red Can Anything Be Done?

Currently while on 3G my ping is constantly in the upper yellow or red range majority of the time 500ms +. While at home ping ranges from 100-300ms or so but still seems to display as yellow. What can be done in order to help this?

Home network is Cox highspeed.

Finally AT&T added a 3G tower in our area and it turned on yesterday. I am getting 200-650 ping yellow/red. EDGE speed is from 400-1367 yellow/red
