Yes, you still get 31 mythics.

As a low level toon you will get items of your level only. But, because mythics and arcanes are bound to a level you also have a chance to get those.

Answer is yes, only the pink legendary items scale to your level. The mythics and arcane items still have the same chance to drop to you even though they are higher level.

Yes you do. You have a chance at getting an arcane weapon or mythic item at any level. This includes pets.
