If you abandon the quest, put on your costume, talk to the npc, and then take the quest, it should work I think. You have to be in costume and not have the quest for him to reset it.

I abandoned my quest, went to see Hal in costume took the quest and the town folk are happy to see me.

Sorry its working now thanx devs and just to clear up some confusion the pvp guy in ursan Weald is a target didn't think he would be
