Are Locked Crate Pinks Properly Scaled?

I recently started l21 pvp and noticed that a l23 rogue with crate gear can one shot a l21 max gear a demonlorded rogue.

Note demonlord was the best gear at l21 cap.

The dammage differences in locked crate ear are unreasonably high.

A max geared l21 is 165-176
Max gear for l23 CRATE gear is 180-95.

Is 10 dmg per lvl reasonable? Is locked crate gear actually scaled correctly?
