I cant find the people to go to do the trick or treating, I'v checked every nook and cranky for each towne 2 already and I have only found 23 people out of 28..

it took me a while also but just talk to everyone again.. sometimes u miss it because u not reading the pop up and just looking for trick button or treat button... sometimes its not just these 2 butoons.
