I see two sticky threads for 2v2 PvP tournaments, awesome idea btw, for one of them I specifically see "30/31 only" but I don't see a specified level bracket for the second sticky. Are these tournaments only targeted to end-gamers? Maybe i'll move Twinkleton to 31 if it is, even though i'll be using legendary gear ¬¬.

AFAIK It is just one endgame-only event. One thread is for the announcement, and another is for the sign-ups.
GL, sign-ups may be all done though.
