sorcerer lvl 31 best equipment for max damage???

Unless you own the "MYTHIC 5" you should not use max damage equipment, for you will be the squishiest smurf since smurfmellows.

Here's a screenshot of the Dmg you can get if you'd go 5/5 mythic (screenshot with Clyde equipped, without any buffs).

I think that's as high as you can currently get in therms of Dmg in your stats screen, without outside buffs. I do use Slag more though, for its 12% Dmg increase ensuring maximum carnage. Kettle could be a valid alternative too (nice overal protection and 10% Dmg increase) or Colton if you're fine with being ultra squishy.

Hell yeah

amulet: infuse brooch of assault
ring:legend ring of assault
weapon: nordr jewel of brutality/borean cage rifle

The helm and armor are up to you if you want more Int/Dex or more Int/Str.

Yes, mythic with 0 stats, therefore it should not be used until the boss is almost dead.

Ehh dont even try goin full damage you will not survive one moment in PvE bosses or PvP. Just don't.
Learn how to balance out your health and damage. Don't become like me with 3k health and 217 damage :disturbed:

Matanofx already covered the wep, ring and amulet. For the ring you could also check out the relatively cheap 'Cobalt band of Warfare', it offers a bit better protection at the cost of some dmg.

For armor and helm, I'd suggest you check out 'Champion of Security' or 'Noble of Security', whichever fits your budget best.
