Because PL has 76 levels and AL only has 31, in AL stats ramp up much faster so a 10 level difference is insane (that is 1/3 the entire GAME).

Found the real reason for this.
Take two fights, one from PL, one from AL.
Both are level 10 vs Level 20, same class.
In both fights, The level 20 uses the EXACT SAME Level 10 items as the Level 10. They allocate the exact same stats as the level 10 and no more, and allocate the same skill points.
In PL, the fights would be even. In AL, the Level 20 would DESTROY the Level 10. This is the reason for the tight range.
