For the Halloween Quest "Get ready for Halloween", must i buy a costume for Platinum?
Why teh Zomnie Costume doesnt work?

Yes you need a plat store rental costume to get to the later halloween quests.

Think of it as paying 5p or 99 cents to access the Halloween content. That's not bad at all.
If you do it, do it now. It's all over November 1st.

Still plenty of time for trick or treating, not to mention picking up a couple of items people won't be able to get any more after Nov. 1st ;)
