You can find him on all elite nordr maps.

He drops off random elite mobs in Nordr maps or off normal Grimnr. I've only seen Vixen drop from rerolls.

Be prepared that Vixen is very rare. My estimation is once in 100 runs (provided you get reroll). I solo Grimnr 3-5 in a day and I saw last Vixen about one month ago. The drop rate from Elite mobs is similar.

I have only seen Vixen drop 4 times, and they were all from Grimnr... It seems the trash mobs have no loot on hand...

Ive seen 2 vixen drops by mob, one in elite mount and one in elite mines of nordia.

i have looted in mob in elite oltgar the day nordr mines closed but not since then
