Hello,
There are a few bugs with Time Shift.
.When I try to use Time Shift, it does not come down. (Ping 57
.Time Bomb is not working, it does not damage the enemies

Time shift not 'working' all the time is a known problem. It happens with most skills you can charge on various classes. For now, the only thing you can do is hold the skill button a bit longer to make sure it goes off.
The 'not damaging enemies' is probably because the skill is released too soon, although it seems charged it'll drop uncharged sometimes, and uncharged time doesn't do damage over time. The solution is the same as with the first problem, hold you skill buttons longer.
There was a thread about it somewhere about lag between your client and the server (even with good ping). A dev responded that it would require a client update, but the problem has been known for a long time so I wouldn't count on a quick solution.
