Levels to mythics ratio?

Is it possible to get level 31 mythics/arcane from locked chests when you are level 21 or lower? if there is then is it higher for a level 31 to get it compared to a level 1? Thanks :)

It is possible to loot arcane/mythic items from crates at any lvl

There is no difference in chance to loot depending on your lvl, the only difference is the normal gear you get is the lvl youre at (normal=none mythic/arcane)

It's the same chance no matter what level you are. STS has not said what that chance is. But judging from what I have heard, it seems that you will get a mythic in every 50-100 crates and an arcane item in every 500-1000 crates. But that is just an average, it doesn't mean if you open 100 crates you are guaranteed a mythic. And my numbers could be completely wrong. It's just my best guess.
