Just teleported into Paradise Pier and found some smoke rings... They have been there for a while and aren't moving and I haven't seen any rogues putting them down. I asked some people in the town and they can't see them, I'm using Chrome.

i happened to make the same veil bug today.. i was running elite rooks nest with my rogue, 2nd mob before the boss i used shadow veil then died.. when i came back it is still there..

Its always there on my Paradise pier, playing on android os.

Yes it's a easy bug/glitch to do, to do it a rouge must throw one down then either die or teleport to another zone and it's permanent there until everyone leaves that instance (note that any new player that joins the instance cannot see these rings only players that were there b4 the rouge teleported/died will be able to see them)
You sure those are veils? And not passing of gas? Nobody would own up to it if they did it.
Look at xvolkenx and sdpm. Standing there. Like nothing's going on. I bet it was them.
