Portal to Shuyal, talking to Hox

Was hoping someone out there might be able to help me. I've completed the quests and opened the portal to Shuyal. When I try to go through, I get a message saying I need to speak with Hox. I turn around and he's there, and I talk with him. Then I try and go through the portal, but I'm getting the same message, that I need to speak with him. Can anyone direct me as to what I'm doing wrong?

Hmm have you completed the Gleipnir quest?
Did you report the quest to Uller's tomb?
If you did it correctly and the portal still locked, maybe it's a bug.

Thanks for the reply. I did complete the Gleipnir quest, yes. I also reported it to the tomb and looked in the nearby book. Everything opened up like I should be able to go through the portal, and Hox talks like I should be able to enter now, but when I try to go through, I run into the problem. I tried logging out and in a few times, doing some other quests and such, to see if there was just something stuck. I even downloaded AL to my iPad to see if it was something sticking in my Chrome browser. But I've still had no luck. :fatigue:

Are you too low? To enter, you need to be lvl 26 or higher.

I did wonder about the level, but I am actually a level 26 right now.
