I'm debating on buying some play and opening crates. Now, since I came back I'm only lvl 27 so far. If I open crates and get lucky getting an arcane weapon or mythic items will it be lvl 27 or automatically level capped?
Arcane weapons are at L26 (hooks), L31 (Maul of Ollerus) & L36 (Kerr'shal Scepter). Looting them does not depend on your level so even a L1 can loot one and it will be at the levels specified depending on the weapon looted.

Same goes for the mythic items. The only items that will be scaled to your level are any legendary items you may loot.
