Does the hauntlet scale?

hey,
Does the difficulty of the hauntlet scale to what ever level you are or is it a set difficulty each time the level cap raises? In other words, if I go to the hauntlet right now at level 23. am I gonna be fighting enemies meant for 35-36, In other words wasting pots and probably dying constantly.

Haunlet scales to the highest level person in your party, that's why the "haunted" title is easier to get at lower levels (that being said it isn't impossible to do it at lvl cap either)
