I'm lvl26 got the gleiphner went to stronghold talked to hox and nothing happened what am I doing wrong?

Did u was read the book on down stair Stronghold cause after complete Gleipnir quest must to go Book to read the page after that portal will be opened

The portal is open it says talk to hox I do that but nothing happens

I was finally able to get into the portal after reaching level 27.
