What is arcane patch?

I'm looking at the gloom hunter bow of lethality it says it "has a chance to prof arcane patch." What effects does that have? I have no clue what that means.

Slows down the target 80-90% not sure on a exact value but the enemy basically doesn't move

So that makes it a very good bow for rogue since you DPS isn't as high as when you are using blades. Making the enemy stand still is the perfect way to keep your distance and still have plenty of time to kill the enemy.
