pic posting problem still

I have tried everything everyone has said to post pics and none of it everytime i try it says user is on but i dont have the permission to do it does rank on here have anything to do with this?

From computer click upload files, computer, browse. Make sure your image is .jpg (jpeg) not .png

I tried everything it fails even went on youtube for answers another fail does me being a new member have anything to do with it i even linked it to my facebook hoping that would help still nothing i hqve followed all the steps by step and still dont work on site or app or on comp
