It's either you're still below level 5 or you might have your trade disabled by having a large amount of gold (in a low leveled toon)

I have 45k when im lvl22 and I start over so I put my 45k on the stash and when I'm lvl5 someone selling me locked and when I click the confirm button its says your trade had been disabled because of the suspicious activity
