Is the dot for fb and clock worth getting now at end game or are those points better spent on crit or dam?

It seems their usefulness is dependant on your crit lvl. If you have a high crit 20%+, it may be worth trying.

It's AoE DoT so even if amount isn't huge it's still fairly effective.
