The Best Banner Ever is discontinued. It only appeared around Jan? Feb? when STG got voted best Mobile MMO makers or sumthng for 2012.

Best Banner Ever is no longer exist. I think it was in February 2013 after Kraken Isles expansion.
We can take the banner by talking to someone with green founder armor, called Bryce Banner. He is waiting at Kraag, Outpost and Pier.
Anyway, Doc explained. :)
