When I accept some quests and finish them I cant find the quest giver, which should be where I got the quest but theres no ? above his head. and talking to him does nothing.

Is there not a main "I accept your completed quests and give you your reward" guy in a town?

No not always. Sometimes the quest giver is also the one you turn in the completed quest too. Sometimes it's another NPC (like the next quest giver). If the quest was given in a town, often the quest can he returned there, but quests recieved on a map are often turned in on the next map for example.
