i counted the many times i noticed heal skill doesnt work
it doesnt replenish my mana.
no lag. ping is yellow

If you are charging the skill up, wait a half a sec when it is fully charged before you let it go. Yellow ping is kinda laggy and if you rush to fire your skills, the server will think you are trying to hack your skills and not do it. See the sticky post about skills not going off when you are charging them up here in the Tech forum.
