Today I've seen rogue lvl 10 with banner which was rewarded for reaching 26th level.. How is this possible?

Banners can be swapped between toon through the stash. So a higher lvl toon capped to 26 and gave banner to his 10 toon...

I did that once to my twink I got loads of pms eg: "how did you get a banner!!!" etc lols
